In addition to multi-user support, the Deluxe Edition of Dragon NaturallySpeaking also allows each user to have multiple topics.  A topic represents the vocabulary and language model which Dragon NaturallySpeaking uses while you dictate.  Each topic consists of the set of 30,000 words which are active during dictation and the statistics which determine the frequencies of various words given other words.

When you create a new user in the Deluxe Edition you automatically get one topic which is based on a 30,000 word general English language model.  This is essentially the same topic which was used in the Personal Edition.  The topic gets modified automatically during use.  Words get added when you make corrections or you use the Topic Editor (Vocabulary Editor).  And when you run the Topic Builder (Vocabulary Builder), the set of active words gets modified to reflect the documents which are used and the language model also gets modified.

Having multiple topics makes it possible to keep separate the set of words and language model for different topics which you may dictate on.  For example, you can keep a topic for dictating about speech recognition which you create by copying the general English topic and then running the Topic Builder on various speech recognition documents.  Then you can create another topic for dictating about cooking which you create a similar manner.

All training (using either the training dialog or the General Training program) is shared among all of the topics for any particular user.  However, the vocabulary words are separate.  And adding a word in one topic does not cause that word to be added to any of the other topics.

In addition, topics are specific to individual users.  If you want to share a topic between users, you have to export that topic explicitly from one user and import it to the second user.

When you launch the Deluxe Edition of Dragon NaturallySpeaking it will ask you to select among multiple defined users, but it will not ask you to select which topic you want to begin with.  To avoid having to change topics after launching Dragon NaturallySpeaking (because changing topics does require 15 to 30 seconds of initialization) you can also specified which topic to use when launching Dragon NaturallySpeaking Deluxe Edition from the command line, which means from a shortcut.
